In Scotland, you need a building warrant from the council before work starts, and design evidence such as SAP and overheating assessments goes in with the application. At the end you submit a completion certificate with your test reports. The council then has 14 days to accept it, and you can’t move into a new building until it does, unless the council allows temporary occupation.
