The rules in Scotland

Commercial EPCs are lodged on the Scottish EPC Register. Buildings over 1,000 m² that are sold or let to a new tenant also need a Section 63 action plan from a registered adviser, and the improvements must be made within 42 months, or annual energy-use reports produced instead. New-style EPCs are due from 30 April 2028.

Getting signed off in Scotland

In Scotland, you need a building warrant from the council before work starts, and design evidence such as SAP and overheating assessments goes in with the application. At the end you submit a completion certificate with your test reports. The council then has 14 days to accept it, and you can’t move into a new building until it does, unless the council allows temporary occupation.
