New homes must meet Section 6 (Energy) of the Scottish Technical Handbook, using SAP 10.2 in software approved for Scotland. The design-stage SAP goes in with the building warrant application, and the as-built SAP with the completion certificate.

Getting signed off in Scotland

In Scotland, you need a building warrant from the council before work starts, and design evidence such as SAP and overheating assessments goes in with the application. At the end you submit a completion certificate with your test reports. The council then has 14 days to accept it, and you can’t move into a new building until it does, unless the council allows temporary occupation.
