The rules in Scotland

Every new home has been tested since February 2023, with no sampling. There is no fixed pass mark like England’s 8.0: guidance recommends designing to 7 m³/(h·m²) or better, and a higher figure must be justified to building standards. Blower door and pulse tests are both accepted.

Getting signed off in Scotland

In Scotland, you need a building warrant from the council before work starts, and design evidence such as SAP and overheating assessments goes in with the application. At the end you submit a completion certificate with your test reports. The council then has 14 days to accept it, and you can’t move into a new building until it does, unless the council allows temporary occupation.
